Google Play and the Apple Developer Programme are registered to you and paid by you — that is what keeps you in control.
For desktop software, a macOS build needs an Apple Developer account to be signed and notarised so it opens without a warning. Windows can ship unsigned, with a brief SmartScreen prompt on first run. I will explain both options before you decide.

Because the work is the same. Both are native desktop applications built and tested from scratch, each with its own installer. The one difference is that macOS requires Apple's developer programme to sign and notarise the build so it opens without a security warning — if you already hold that account, nothing extra is needed. Windows can ship unsigned, which is why it has no account requirement at all.
Not because the code is harder — both apps share one codebase. It comes down to Apple's developer programme costing several times more than Google's, and to App Store review being stricter and slower than the Play Store's. Google's is a one-time, low fee; Apple's is a yearly subscription at a far higher price. If you already hold your own Apple Developer account, that cost comes straight off your quote.
Because the app should be yours. If it is published under your account, you own the listing, the users and the reviews — and you are never locked to me to make a change or fix a rejection. It is also cheaper for you, which is the whole point.
